Haryana offers no cash subsidy, but it does waive 100% of the motor vehicle tax on new registered electric two-wheelers and the central PM E-DRIVE scheme adds up to ₹5,000 on eligible high-speed models where the scooter range starts from Rs 85,000.
If you are planning to buy an electric scooter in 2026, check Zelio electric scooters (starting range from Rs 52000), which go one step further. They need no registration and no road tax at all and they still cost about ₹2,000 a month less to run than a petrol scooter.

Frequently asked questions
Is There a Cash Subsidy on Electric Scooters in Haryana?
The Haryana Electric Vehicle Policy 2022 was notified in the state Gazette on 8 July 2022 and runs for five years. Its one-time purchase incentives do not extend to electric two-wheelers. For electric scooters and bikes, the policy offers a motor vehicle tax exemption and a ₹200 registration fee, both for the first 30,000 vehicles.
You may come across articles or dealer claims mentioning a Haryana state subsidy of ₹5,000 per kWh, capped at ₹30,000, for electric two-wheelers. However, this amount does not appear in the state's notified EV policy.
What is the new Haryana Tax Waiver?
In the 2026-27 Budget speech on 2 March, Chief Minister Nayab Singh Saini stated that the government was open to considering a higher tax exemption for electric vehicles. On 28 July 2026 the Cabinet approved a 100% exemption from motor vehicle tax on new battery electric vehicles.
The waiver covers new electric two-wheelers, with one important condition: you must buy and register the vehicle in Haryana. Buying in Delhi or Uttar Pradesh and registering at home does not qualify.
How much is it worth?
On a scooter priced at ₹85,159, the 6% slab works out to roughly ₹5,100 saved. On a ₹1.2 lakh scooter, it comes to about ₹7,200. The RTO calculates the final figure, so treat these numbers as indicative.
Do These Benefits Apply to a Zelio Scooter?
Under Rule 2(u) of the Central Motor Vehicles Rules, 1989, low-speed battery-operated two-wheelers need no registration, number plate or driving licence, which keeps everyday riding simple. Zelio’s low-speed scooters fall in this category and the non-RTO scooter guide explains the rule in detail.
Although Zelio’s low-speed electric scooters do not qualify for Haryana’s motor vehicle tax waiver, they remain a budget-friendly choice. Since they require no registration or road tax, their affordable purchase prices and lower running costs make them a cost-effective option for everyday commuting.
While most of Zelio’s range offers low-speed electric mobility, the Mystery offers a high-speed option powered by a 72V/29Ah lithium battery with approximately 2.09 kWh of capacity and comes with 3 year battery warranty and 2 years warranty on frame, motor and controller. As a registered electric scooter, it qualifies for Haryana’s motor vehicle tax waiver, offering savings of around ₹5,100 on its ₹85,159 ex-showroom price. Its battery capacity could also make it eligible for a PM E-DRIVE incentive of approximately ₹5,200 at ₹2,500 per kWh. However, the scheme caps the incentive at ₹5,000 per vehicle, subject to the model and battery meeting the certification criteria. Since the Mystery requires registration, riders must also have a valid driving licence and insurance.
What Is the Electric Scooter Running Cost in India?
Petrol is becoming more expensive year by year. In Haryana it was around ₹96 a litre in April 2026 and about ₹103 by early September, according to a news report on fuel tracker. For daily commuters, this makes the cost of every kilometre an important factor when choosing a vehicle.
Let’s break down the running costs of petrol and electric scooters. A scooter that travels 40 kilometers per liter costs about ₹2.58 per kilometer to operate at a petrol price of ₹103 per liter. On the other hand, an electric scooter costs about ₹0.25 per kilometer, including charging losses, assuming an electricity pricing of ₹7 per unit and consumption of about 2 units per full charge. Additionally, Haryana's power regulator has also maintained pricing for 2026-27, ensuring better cost consistency.

A rider covering 30 km a day saves about ₹75,000 over three years. The one-time ₹5,100 tax relief on a registered scooter like the Mystery equals nearly two and a half months of those fuel savings.
Why a Zelio Scooter Pays Off Even Without a Subsidy
A subsidy helps once, on the day you buy. A low-cost scooter helps every day after that, and Zelio builds its low-speed range around that idea.
-
You start with a lower price. Zelio’s low-speed scooters start at ₹47,784 in Haryana and no registration fee, road tax or licence cost adds to that figure.
-
You keep running costs low. At about ₹0.25 per km, a Zelio costs roughly a tenth of a petrol scooter to run. At 30 km a day, that saves ₹25,110 a year, five times the maximum PM E-DRIVE incentive, every single year.
-
You skip the paperwork. With no registration, number plate or driving licence, you avoid the RTO queue entirely.
-
You buy from a Haryana-built brand. Two of Zelio’s manufacturing plants are in Hisar, Haryana, and the company backs its scooters with 350+ dealers across India and a two-year warranty on the motor, controller and frame.
Low-Speed or Registered: Which One Should You Buy?
Low-speed electric scooters work well for short, everyday commutes: the college run, the local market, shop errands or the school drop. That makes them a practical choice for students, shopkeepers and senior citizens.
Zelio’s low-speed scooters keep ownership simple: you need no registration, number plate, road tax or driving licence. Riders aged 16 and above can use them, and insurance remains optional, although many families choose cover for peace of mind. Always wear a helmet. Built for everyday city travel, these scooters suit local commutes, and our daily commute guide helps you match a scooter to your route.
For longer commutes or higher speeds, a registered scooter like the Mystery fits better. You still complete the registration formalities, but in Haryana you now pay no motor vehicle tax, which lowers the purchase cost.

Five things to check before you buy
-
The scooter’s category. Ask the dealer to confirm in writing whether the model is low-speed (non-RTO) or high-speed (registered).
-
The tax line, if you buy a registered scooter. Buy and register it in Haryana, and check that the motor vehicle tax shows as zero on your papers.
-
PM E-DRIVE eligibility. Ask the dealer whether the exact model and battery are certified and whether any discount appears on the invoice.
-
The battery. Compare type, capacity and warranty, not just price.
-
Finance. Loans on low-speed scooters are limited and come with lender conditions. Zelio’s EMI guide lists partners and what to compare.
The Bottom Line
Haryana’s 2026 benefit is a motor vehicle tax waiver, not a cash subsidy, and it applies to registered scooters. A Zelio low-speed scooter gives you more than that: no registration, no road tax, no licence and a running cost about a tenth of petrol. If you need higher speed and longer range, the registered Mystery now comes without motor vehicle tax in Haryana. Either way, you save money every month you ride.
Zelio is headquartered in Hisar, Haryana, where two of its manufacturing plants also sit, and it serves riders through 350+ dealers across India. Visit your nearest Zelio dealer to compare models and confirm the on-road price. Find a dealer near you or call North 99922 29874.
Disclaimer: Prices, offers, finance and warranty terms are confirmed by the authorised dealer, as scooters are sold by dealers and not directly by Zelio. Subsidy and tax rules change often. Please check with your nearest Zelio dealer and the Haryana transport department before buying.
