No. It is a low-speed vehicle at 25 kmph. No licence, registration, or mandatory insurance required under current Indian law.

The rated range is 100 to 120 km. Under a full load and in stop-start city traffic, expect 80 to 95 km. That is still more than enough for a full delivery day in most Tier 2 cities.
